How should Pennsylvania spend its federal stimulus funds?

Passed in late February, the American Recovery and Reinvestment Act will dispense $787 billion across the 50 states, supporting job-creation efforts and infrastructure projects like roads and bridge repair. The amount each state receives will vary depending on its needs and population; here in Pennsylvania, we stand to receive $16 billion from the Act. The largest portion - $6.2 billion - goes directly to income tax relief; individuals get a $400 tax break, couples get $800. The remainder is divided up into a series of programs – $4 billion for health care; $2.56 billion for education; $1.4 billion for transportation infrastructure; $1.1 billion for job relief and training for Pennsylvanians; $476 million for housing; and $373 million for energy independence. All these programs can be monitored by the public on Recovery.Pa.Gov, a Web site dedicated to government transparency and accountability in handling these federal funds. While some of the reinvestment programs – such as education and energy independence – have the beneficiaries optimistic, others – such as transportation – are more problematic. I believe Pennsylvania should spend some money for recreation centers around the state. I believe this because a lot of kids in the state don't have place to go after school. It's a good way to spend money because it can lower the crime rate. Which would show less dependency in police officers. This can make our state a whole lot safer, which we makes everyone happy. The state of Pennsylvania should spend its funds on things that will not cost us too much money in the future and will help with the Environment and the Economy. The most important is the job training, if more people know how to work at a job or how to get a job Pennsylvania’s workforce will go up significantly and people will use their paychecks to buy thing which in turn will help out other businesses which can then hire more people. The stimulus money could be helped to fund field trips at the end of the school year or just help with incoming supplies and teachers.

I think Pennsylvania should spend its federal stimulus funds on making us ore energy efficient and creating new job opportunities for the average person. I don’t think that they should spend to much on health coverage, but that it is necessary to expand on it. At our school we could use the stimulus money for expansion and possibly more extracurricular activities. I think if we just fixed up some of the more necessary roads and bridges and get them out of the way, we can deal with some of the smaller problems later.

The health care expansion does not affect me or my family in anyway. I think that Pennsylvania should spend their stimulus funds by in certain faculties they need to place it in a hang out for kids so that they can stay out of trouble and focus their abilities some where more constructive. The education stimulus program is the most important to me because as Americans we have to learn more then we know. We are second generation to the adults and we have to be smarter than the old generation so yes education is an important. The health care affects my family because if any of my family members gets sick and they don’t have insurance then they might die. Get us some new books of more activities for the school and more trips. Nope not really I don’t have anything for the transportation funds

I believe that Pennsylvania should spend their stimulus money on the schools in Pennsylvania. We're in recession and the schools are suffering also. In one school near mine they laid off seven teachers. Now as a student I want to earn the highest education possible. I can’t do that if our school cannot pay for the teachers. Also other activities are suffering in our school district. Like our extracurricular activities, our uniforms are the same as they were ten years ago. Also all these fields around us are getting Astroturf and our field is stuck with ripped up grass. So I believe that Pennsylvania should spend their stimulus money on the school districts in Pennsylvania. This could outrage some school districts if the Pennsylvania government wastes the money on something stupid.

Pennsylvania should spend it stimulus funds on housing and jobs. The portion that is most important to me is the housing because everybody needs a home to live in. The health care expansion does affect my family because my parents have health care plans. The stimulus money could be spent on better textbooks and things to help us learn. I think that Pennsylvania should spend its federal stimulus funds by using it on subject areas that are necessary such as education and internal improvements. The most important portion of the stimulus program in my opinion is energy independence. A lot of the money Americans spend is due to energy costs. Also, the environment is being harmed because of environmental issues. If money is spent to change this then in the future not as much money will be spent and the environment could be in less danger than it is now. Saving money is a big issue now and with the failing economy the large amounts of money that can be saved due to energy independence will make a difference in the long run. As far as I’m concerned the health care expansion does not affect my family. The stimulus money can be used to provide better technology in our schools. Also, new textbooks and books for the library would be a good way to spend the stimulus money. A possible solution for the transportation funds could possibly be higher taxes, even though it will displease many citizens.

I agree with the plan already set for Pennsylvania. Tax relief, education, healthcare and transportation infrastructure should be looked at with a higher priority. The education portion of the stimulus package is most important for me personally. Assistance for college tuition would be provided so more American kids are more likely to go to college. Americans would also receive a better education to compete in the race for the world’s most prestigious jobs. I don’t know how the health care would affect me; I suppose it would be positive. My school could use the money for more updated textbooks, computers, and transportation. I don’t know of a solution for the transportation problem.

I think that the money for PA should be used on Police and energy mainly. My school doesn’t really need a lot of money. With a lot of people from NY and NJ moving into northeastern Pennsylvania and the large population increase, more police should be better funded and prepared to combat a larger crime rate and population. Energy is also important because we currently depend on a lot of other countries, which is an act we are trying to eliminate. Therefore, buying energy and supplies from American companies would greatly help our current economic situation, while still helping Americans get their energy.

Pennsylvania should spend its federal stimulus package in several ways. Some examples are health care insurance, education, and transportation. Health care is a very widespread issue across the nation and in Pennsylvania because many people receive health care from jobs and when some people are not employed, they do no t get good health care insurance needed. Education is being funded across Pa fluently. There has been over 2.5 billion dollars funded to different schools. Last, transportation has been important also by the government funding road maintenance, bridge repair, and public transportaion.

The funds should go to our transportation and also education. I think they should go there for those reasons is because Pennsylvania is not like New York where its easy to walk every where. If Pennsylvania wants to keep their environment then just make some sidewalks for people to walk on. The portion for the education affects me the most. Health care doesn’t affect me because I have health care already. The money will help us build the new high school and our activities. The toll for interstate 80 should have a toll but not an large amount like the toll heading into New York city. Before it was six dollars and now it moves up to eight.

I think that the money that Pennsylvania is receiving should not be spent on income tax relief. Or at least, the majority of this money should not be spent on this. During this recession the money needs to be put directly into the economy, rather than in people’s savings. The money needs to be spent in ways that will help businesses, and therefore the economy, as a whole; outside of the individual household. I think that the top two portions are health care and education. Health care is important to everyone to live safely and assuredly that if something goes wrong they are taken care of. However since many people are not able to do this due to the high cost, the stimulus package needs to be spent in ways that make it possible for everyone to afford coverage and care. Stroudsburg School District could use funding to expand extra curricular activities and offering more AP courses for students who are not just juniors and seniors. The transportation issue needs to be solved over time, but funding should go towards this as well, for strong roads and bridges are the basis for a modern civilization.

In my opinion, Pennsylvania should spend the stimulus money on funding jobs for people. I think that because now that we are in a recession many people have lost their jobs and they could soon end up loosing their homes. But if the money was spent on creating new jobs then more people would have more jobs and then more people could stay in their homes and not be out on the streets. But the funding that is most important to me would be more money towards the schools. That affects me because if the schools end up loosing money then kids won’t learn as much as they have the ability to learn. Because of that, those students may not be able to get into as good of colleges then they would if the schools did have money. And if they didn’t get into good colleges then they could get not so good jobs and have a hard time getting through life. That would not be good for this generation or any generation because if there is no funding for schools, and people don’t get good jobs, there would be less money accumulated so then there would just be recession after recession. That’s why there should be more funding in schools, because future generations don’t deserve to suffer if we can fix this problem now.

I believe the current plan for the PA stimulus package is acceptable. Many people are losing their jobs due to the bad economy, and losing their health insurance goes along with this. The portion of the stimulus package that goes to health care seems to be an adequate amount. The transportation and education portions of the stimulus package seem to be good as well. If we can repair roads and bridges, there would be fewer risks for accidents to occur. It seems that because roads and bridges have potholes, or are in need of repair, people have more accidents. Investing in repairing the roads and highways, as well as helping to repair the bridges, can help people save money in the future by avoiding accidents, and damage to their selves or their vehicles. On the issue of the impassiveness in congress about raising the gas tax, or making more tolls, I believe that one or the other should be chosen soon. Both seem like good plans to generate more revenue for things such as internal repairs, but if congress ends up passing both, the people may become frustrated with the increased taxes, and amount they have to spend at tolls to get to the places they need to go. This could lead to problems in the near future. However, if we remain at an impasse about these issues, the lack of revenue would lead to future problems as well. As for education, giving money to the school districts that are in the most need of it seems to be a good course of action. For example, if there is a town with a school building that is in dire need of repair, or uses outdated books and equipment, they should receive money first over a school that has top-of-the-line equipment and supplies for everything. The PA officials should carefully review the school districts that seem to have actual need of the money, this way they can make better use of it. Less money should go to the school districts that can afford more things. For example, my school district, Stroudsburg, in Monroe County, could use the stimulus money for repairing the high school. However, we cannot overlook the fact that we just spent millions making an entirely new-and-improved high school which has top notch facilities. I think that in the form of stimulus money for education, we should set priorities. For the total issues of gap in budget, I believe that we should carefully choose what and where we decide to increase taxes, or make more things that will cause people to become frustrated if we are not careful. These issues are ones that should be considered with careful skill, for we do not want to anger or frustrate the people, which would cause us to lose their support. Keeping the people in high spirits will help us in the future, because we will better have the ability to unite on issues as one, instead of being divided in our opinions. Helping the people now should be the top priority of the officials of our state. By fixing our problems now, we can look ahead towards a better future for the people of out state.

I think that Pennsylvania should put some of the money aside to keeping Governor’s Schools and The School for the Deaf open; after all, where else are the deaf going to go for school and help? Governor’s schools are important to a lot of people and many find careers and inspiration through them, by closing them, it could be closing somebody’s future. The most important portion of the program is between education and energy independence. Education is a major part of so many people’s lives and I think it’s extremely important to keep up with it. The stimulus money at our school could be put towards new teachers and programs to help slow learning kids keep up with school. The transportation issues, I think will eventually work itself out, with so many new cars and transportation solutions on the way for the future.

I believe that the state of Pennsylvania should spend its federal stimulus funds on education, the reconstruction of roads and bridges, tax breaks, job creations, health care and clean energy and environment. The most important portion on the state stimulus program would have to be the tax breaks because if my parents spent less on taxes whether it is state or local, they would then be able to use that money for other purposes. The issue of health care expansion doesn’t necessarily affect my family because my parents both have health care provided by their employer. Although, it would be a necessity for those whose parents or family members who have been laid off of work due to the recession. The stimulus money could be used in my school for more electronic classroom environments such as laptops. I believe that all classrooms should require the use of laptops in order to achieve the fullest potential of learning. As for the transportation funding issues, we should hire more workers for the Pennsylvania Department of Transportation to repair most bridges and roads. They should also give the workers a raise for doing there jobs right and keeping Pennsylvania in shape.

The two most important areas that Pennsylvania should spend its money, I think should be in education and Transportation. The stimulus funds for education spend is $2.5 billion for schools and college students. Providing more assistance for college tuition and improving the state’s public primary and secondary schools. With the new freshmen coming to college is going to be hard with the economy status. I think most of the money that is coming should be spend ¾ in education because most students who work really hard in school should be given chance to get their degrees. With the incoming freshman, most can’t even take out loans for next year because the status of the banks. The next year income class is the largest and most of the students are not going to be able to afford college and when one person can’t afford education, which means that person is lost the economy. Most people wouldn’t think that Transportation is not important in being part of the stimulus funds. It’s important because it creates jobs and makes transportation easy and faster. The stimulus fund for Transportation is $1.4 billion for funding road maintenance, bridge repair and public transportation systems. By spending fund can help create millions of jobs lost and cause them to secure jobs.

I completely agree with J.D's statement. By investing a great deal of the stimulus money in health care and education we are investing in our future. Even if this stimulus package does not work, we will have healthy, educated citizens who should be better off than we are because of this generous fund. I was also disappointed that there is not more money going towards energy independence. I feel that this is one of, if not the most important portions of the state stimulus program. A good deal of the money I make working after school and on the weekends goes towards gas, and I think it is a problem that we should be addressing promptly.

I think healthcare could use a large amount of stimulus funds besides education. In the summary it states that $2.5 billion goes to education in Pennsylvania, which gives more assistance for college tuition and improving the state’s public primary and secondary schools. This would not only help me, but others in my grade who are planning on attending a college to help pay for the large tuition that they ask for. Though this money is to be used for many crucial improvements, I think the maintenance of school systems is crucial. Children with lower degrees of learning have the potential to succeed and it is our duty to insure that these children receive the same basic skills and knowledge in order to function in society. I don’t like how energy is receiving the least amount of funding because I think this part of our society is essential to invest in. I do like that the government is starting to realize the importance of energy efficiency and I hope this funding will help researchers discover new benefits for the world.

How should Pennsylvania spend its stimulus money? Pennsylvania needs to focus on spending it in areas of poverty cities like Chester, transportation roads, like the highways and main streets. Poverty is a big concern right now, and it is an even bigger concern in Chester. What the money should go towards is building new homes in Chester and make more jobs in Chester, so far the jobs in Chester is already helping, because they built the Hurrahs casino and the new soccer stadium. However, these jobs only support so much, so the money should defiantly, go towards building new jobs, so people can have some money and may be the poverty will diminish in Chester. The stimulus money should also go towards, building new homes in Chester, because the last time, I was there, half the homes in Chester are falling apart of vacated, so building new homes will bring more people to Chester, while giving the people at the same time a new home, thus increasing the poverty levels. I think that is its good, what they are doing with the highway trust fund, with helping to create better highways and agencies. The way they should spend it for the highways is may be start to replace the old highways, because most of the highways and bridges have been their for over 50 years and their getting old, needing for more repairs costing more money. They should use the stimulus money to work on building new bridges and highways thus, needing fewer repairs.

Education receiving much of the stimulus money is very prevalent in our lives right now, especially as a senior in high school. Many people need help getting through payments. Some people are lost in the economy, it’s very hard at this point in time to receive loans and come up with the money for tuition. The tuition assistance will be very important to many incoming freshman this fall. This money is something that is very needed due to the economic status. Being that tuition bills will start directly effecting me this fall, I can’t see another area in which I would love to see this money go. Also helping with the secondary and primary schools, many districts need the money to maintain certain programs at each school. Teacher salaries could be helped by this money and even children who wouldn’t have a chance to succeed without proper funds are assisted. It is unfair to leave any child behind for not having the money for an education; we cannot let anyone fall behind. An area I would like to see more money go to is energy independence. It seems as though society today is trying to be more energy efficient. The money going toward energy independence will help right now by creating jobs, as well as making our way to going “green.” In the long run we will be advanced in creating efficient energy.

They should bank these funds and review the budget to see where cuts should be made first - excess paper supplies, unauthorized vehicle use, etc. When reading articles in the newspaper, it seems that there is government waste everywhere. In fact, the news said tonight that the Pittsburgh Casino garage was crooked by over a foot and now needs repair. That should not be. Who is watching over these things?

The most important and main goal of the stimulus package is not to be a continual source of money for our state it is put in place to jumpstart things and get our state economy booming again. The most important areas for the stimulus bill are those planning for the future. These would be creating and filling jobs, the only way to make the money back from the stimulus bill is taxes, and the fastest way to pay the bill back is by taxing more people, and the only way to do that is by having a low unemployment rate. Therefore education and the creation of jobs are the most important functions of the stimulus bill as of right now and so those two areas should receive the most money from the bill.

The three most important areas that PA should spend their federal stimulus funds on are healthcare, education, and transportation. Healthcare is very important to me because this is so vital to have in today’s society, yet it is very expensive- too expensive, even for people that have little or no health problems. As a nation and as a state, the price of healthcare needs to lessen so that people can still rely on this even if their health is not the best. Also, healthcare should be provided to ones that do not have it currently, especially after the price is lower. In addition, reduced money for nursing homes is the last thing I want to happen. One set of my grandparents live in a nursing home, and I do not want the quality of life in there to decline just because of lack of funds that should not even be happening. Just like kids, older people need help, too, and it is unfair to deprive them of this. Education is important to me, too, especially as a high school senior going into college. While my financial aid aspects are pretty much taken care of, I noticed that my college had to increase the tuition price, and many college products could see an increase of price also as the recession continues. College needs to be more affordable, and not just in technical and state schools. Private colleges also need funding to continue to provide their excellent services to their students as well. I know my friends are all worrying about their financial aid, and they should not have to. Lastly, transportation is another area that should be improved in PA. The roads here are known for being in disrepair, always in some type of construction that is never ending. As a driver, I want my roads to be in the safest condition possible. This construction and fixing of roads can provide hundreds of construction jobs as well, which also benefits the economy as well.

Health care in the budget is $4 billion, and this will help many families out financially as well as their health. This money will make insurance more affordable, and elderly, disabled, and low income Pennsylvania families will have more access to health care, which can help these people live longer and healthier lives. Today, there is not much you can do without a college degree, so the $2.5 billion of the budget going to education will greatly assist many Americans. In terms of the transportation part of the budget, $1.4 billion may not be enough to fix all of the broken infrastructures. In the age of cars and other larger automobiles, it is near impossible to get away from automobiles altogether. Not having adequate infrastructure will not bode well for most Americans; they will have to find another means of transportation, which will not be as efficient. As much of a good idea energy independence is, $360 million may be too much money to spend on this part of the budget. There are other issues that need to be addressed, like health care and jobs, that are of more importance to the average American. With almost 4 million Americans on unemployment, jobs are a great investment for the budget. A major part of the budget should go here, so that people can get jobs, and then be able to have a somewhat stable environment for their families.

I feel that there are two main areas that Pennsylvania should focus on spending its stimulus funds. The $4 billion going to Health care couldn’t be more well spent in my opinion. As the article states, many Pennsylvanians receive health insurance through their employers, but when jobs are lost due to layoffs, insurance coverage is lost as well, for employees as well as their families. In our current economic recession, insurance coverage is being cut because citizens don’t have the extra money for it, however it needs to be kept. The increasing cost of privately purchased insurance is another reason why citizens are continuing to go uninsured. Another issue that is necessary to fix in our recession is is the quality of health care for the elderly, disabled and low income Pennsylvania families, and the $4 billion will also do this. Being a senior in high school I am very aware of college tuition prices. Giving $2.5 billion to education in Pennsylvania to provide assistance for college tuition is money well spent. This year has the largest amount of students applying to college as freshman, and this year our economy is in the worst shape it’s been in for decades. Giving a large portion of the stimulus fund to assist college tuition couldn’t be any more appropriate.

I think that healthcare is a bad decision. If people aren’t making money they are not helping the economy and the government will just be paying for their health. I think that the stimulus money should be spent on Pennsylvania startups, new companies, and entrepreneurs. Only then will new jobs be successfully created. These funds should go to companies that make better use of our resources, like electric cars. Some of the best ideas come from outside main street. New companies ensures that new jobs will be created. If they focus on the areas of energy and efficient transportation, it will benefit the economy as a whole.

The two ideas I think are most important from the list are the infrastructure projects and the energy independence plan. I think that one of the best ways that Pennsylvania could spend the stimulus money it will receive is on infrastructure projects. These types of projects will provide numerous jobs for people throughout the state. This will also be something that the state will benefit from for years to come. In such hard times it is important to have people out working and coming home at the end of the week with a paycheck. Infrastructure projects will also create a demand in other industries such as the steel industry if they were working on bridges or machinery needed for roadwork. The plan for energy independence is also one that would benefit the state in the short term as well as the long term. People can be put to work immediately on looking in to better types of energy and ways that we can use less. This will benefit the state in the long run because we will be more advanced and use energy more efficiently.

Personally, I can not think of another area besides healthcare, which could use a large amount of stimulus funds besides education. As is it is stated in the article: $2.5 billion goes to education in Pennsylvania, providing more assistance for college tuition and improving the state’s public primary and secondary schools. This directly effects me as well as many of my peers who are looking for some sort of financial aid assistance in our paths to college this fall. Though this money is to be used for many crucial improvements, the maintenance of special education systems in schools is one that I was glad was not overlooked. Children with lower degrees of learning have the potential succeed. It is our duty to insure that these children receive the same basic skills and knowledge in order to function in society. What disappoints me about this budget is the fact that energy dependence has received the least amount of funds. Only $356 million of the total $16 billion is going to this research. Although I feel the amount is a bit low, I am glad to see that our government is finally making the efforts to free our dependency on foreign oil. To do this we must look closer into the development of cleaner alternative energy sources such as: biomass, geothermal, solar technologies. It will take much time and patience, but our nation must make this sacrifice to better the lives of all Americans.

I agree with how most of the money will be spent in PA. The only part that While I respect how each area mentioned needs money I disagree that our state schools need such a large amount. I believe that if we rework how money is spent and how much we pay/charge for goods such as food, snacks and drinks schools could become for self reliant.
